Applications and Notifications

Application and notification forms can be accessed from ACECQA

The Children’s Education and Care Assurance (CECA) prefers applications to be submitted though the NQA ITS public portal where possible.

Applications for service approval should be submitted to the CECA only if the proposed service will be located in the ACT. CECA recommends that prospective services are discussed with the CECA in the planning stages, to ensure facilities and service operations are likely to comply with legislative requirements.

Assessment and Rating

The National Quality Standard is a key aspect of the National Quality Framework and sets a national benchmark for children's education and care services across Australia. As the National Quality Framework progresses, every service in the country will be assessed to make sure it meets the new national benchmark. For services located in the ACT, authorised officers from the Children's Policy and Regulation Unit are responsible for conducting quality assessments against the NQS. These officers have completed national training and testing in conducting these quality assessments.

Each education and care service will receive a rating for seven quality areas and an overall rating. The seven quality ratings are:

  1. Educational program and practice;
  2. Children's health and safety;
  3. Physical environment;
  4. Staffing arrangements;
  5. Relationships with children;
  6. Collaborative partnerships with families and communities; and
  7. Leadership and service management
