Set up for Success: An Early Childhood Strategy for the ACT


Set up for Success: An Early Childhood Strategy for the ACT was launched in 2020. It is a nation-leading ten-year plan for early childhood education and care in the ACT. Set up for Success is based on overwhelming national and international evidence about the importance of quality early childhood education, and aligns with the Future of Education Strategy.

To develop Set up for Success, the ACT Government worked extensively with children, families, the early childhood education and care workforce, the early childhood sector, peak bodies, community organisations, and the Early Childhood Advisory Council. The Set up for Success Phase One Implementation Plan outlines the initiatives that will be delivered under Phase One in each of the strategy’s four foundations. It highlights how the initiatives link to research evidence, partnerships and long-term outcomes.

Between April and June 2022, a consultation process was held to seek input from the ECEC sector, families, educators, the wider community and across government on the following topics:

  1. Developing an ECEC Workforce Strategy for the ACT, including educator professional standards, increasing coaching and mentoring opportunities, and establishing a professional learning fund
  2. Recognising early childhood education in ACT law
  3. Delivering the new Preschool Reform Agreement 2022-2025.

We captured what we heard in the Consultation on key initiatives under Phase One Final Report.

The Set up for Success Phase One Evaluation Report evaluates the implementation of the strategy from January 2020 to December 2022.

The report outlines the key actions and initiatives delivered throughout Phase One and the impact of their implementation. The delivery of Phases Two and Three of the strategy will be informed by the findings of the evaluation report.

The Set up for Success Phase Two Implementation Plan outlines the initiatives that will be delivered under Phase Two in each of the strategy’s four foundations. The Phase Two Implementation Plan will be delivered between 2023 and 2025 and builds on the actions outlined in the Phase One Implementation Plan, and the findings of the Phase One Evaluation Report.
